From July 26 to 28, 2024, the first low-altitude economic meteorological frontier technology seminar co-organized by the China Meteorological Society, the China Meteorological Science Research Institute, Sun Yat-sen University, Shenzhen Meteorological Bureau and others was held in Shenzhen.
As one of the highlights of this seminar, Shenzhen Meteorological Innovation Research Institute, as a representative of meteorological science and technology empowering new quality productivity, submitted two answers to the conference: one is the theoretical and practical progress of Shenzhen's low-altitude meteorological infrastructure, and the other is the ideas and methods for the development of Shenzhen's meteorological science and technology industry cluster, which fully demonstrated the speed and passion of Shenzhen's high-quality meteorological development.
At the main forum on the morning of the 27th, Professor Cai Yinyin, Executive Vice President of Shenzhen Meteorological Innovation Research Institute, made a special report entitled "Theoretical and Practical Progress of Shenzhen's Low-altitude Economic Meteorological Infrastructure Construction", which comprehensively expounded the concept of low-altitude time domain resources and its logical relationship with the low-altitude economy, and analyzed meteorological science and technology as one of the four major infrastructure constructions of the low-altitude economy from the perspective of the industrial chain. The primary task is to do a good job in the technical integration and engineering design of meteorological infrastructure, and try to achieve the six characteristics of "economic, safety, applicability, flexibility, convenience and environmental friendliness".
At the same time, he pointed out that the low-altitude meteorological infrastructure plan should start from the five aspects of "technical route, production and supply chain system, factor cost, market capacity, and industrial policy" to achieve a commercial closed loop.

Cai Yinyin pointed out that low-altitude meteorological infrastructure is an organic part of the low-altitude economic industry. According to preliminary estimates, from 2025 to 2030, the total fixed investment intensity of low-altitude meteorological infrastructure nationwide will be about 240 billion yuan, and the operation and maintenance investment will be about 12.8 billion yuan per year. In other words, in the next six years, there will be a market of 50 billion yuan per year for meteorological technology companies in low-altitude meteorological infrastructure alone, which is more than three times the existing total market. The meteorological technology industry will usher in a new stage driven by super-incremental demand, which is also an opportunity for the strategic layout of Shenzhen's meteorological technology industry to take the lead in demonstration.
The Shenzhen Meteorological Innovation Research Institute, together with low-altitude operating companies such as Fengyi and Meituan, and more than 10 meteorological technology companies such as Zhuhai Guangheng, Suzhou Dufeng, Nanjing Mulai, and Hangzhou Qianhai, jointly conducted a low-altitude meteorological infrastructure model experiment. The experiment showed that "actual conditions as the main, forecast as the auxiliary, orderly density, multi-source integration, and unified benchmark" will be the general direction of low-altitude meteorological infrastructure. The incremental market contained therein is a real demand, and will become an important breakthrough in driving the development of low-altitude economic industries.

On the afternoon of the 28th, more than 80 leaders, experts and scholars attending the meeting visited the "Shenzhen Meteorological Science and Technology Industry Cluster Development Experimental Zone" and the Coastal City Meituan Low-altitude Meteorological Infrastructure Demonstration Site located in the Houhai Headquarters Area of Yuehai Street, Nanshan District, and felt the vigorous vitality of Shenzhen's low-altitude economic development on the spot.

It is reported that since May this year, with the joint support of Nanshan District Government and Aerospace Hi-Tech Investment, Shenzhen Meteorological Innovation Research Institute has carried out many concentrated publicity activities on the theme of the construction of Shenzhen Meteorological Science and Technology Industry Pilot Demonstration Zone, and created the investment promotion brand of "Director face to face, ask entrepreneurs for advice".
So far, Shenzhen's meteorological science and technology industry has formed a relatively mature and complete development idea. The first industrial chain cluster (low-altitude meteorological industrial chain cluster) with meteorological science and technology empowering the development of strategic emerging industries as the core has taken shape, including several leading drone companies, leading navigation and monitoring companies and leading meteorological science and technology companies, with complete low-altitude scene comprehensive demonstration construction capabilities, and will soon be based in Shenzhen and go nationwide.
